Drug & Alcohol Testing
NRLA's Drug Free Workplace Program

Under NRLA's program, the procedures are as follows:
FACTS
WHAT YOU DO
• Enroll online or you may download an enrollment form to complete and mail into the NRLA. Adobe Acrobat Reader is needed to print out the PDF file containing a enrollment form. If you do not have Acrobat Reader, click the link above for a free download.
• Send your enrolled employee(s) to a Quest Diagnostics or a third party collection site for testing. Contact NRLA for locations if you have immediate requirements.
• Keep a confidential record of when and where the employee was tested, and the result of the test (positive or negative).
• Keep a record of training for supervisors and employees.
• This program is for all employees, both regular full-time and regular part-time.

WHAT WE DO
• Provide an easy, inexpensive way to meet the requirements for training your employees and supervisors.
• Contract with Quest Diagnostics to provide access to urine drug testing. Quest Diagnostics will test for the five drugs specified by federal regulations. They are marijuana, cocaine, amphetamines, opiates and PCP. If the test is negative, the results will be immediately sent to the Medical Review Officer (MRO). If the result is positive, a more extensive confirmatory test will be conducted. If the confirming test is positive, the results will then be forwarded to the MRO. In most cases, this will take between 48 and 72 hours from the time the sample is collected.
• Notify you of the nearest collection site available. If a Quest collection site is not convenient, we will help you find a doctor, clinic, or hospital that is convenient to you and will serve as a third party collection site. You may use your own company doctor or clinic as a third party collection site. Third party collection sites may charge an additional $10 to $30.
• Contract with a National Medical Review Officer (MRO) to analyze all test results.
• The MRO will assess and review all test results and documentation. The MRO will notify the employer of a negative test result. If the test result is positive, the MRO will first contact the employee to determine if there is a legitimate reason for a positive result (i.e. prescription drugs). If there is not a legitimate reason for a positive test result, the MRO will notify the employer of such results. The employer must then take the employee off any safety-sensitive position, as the employee is medically unqualified to perform these duties.
• Send a sample drug and alcohol testing policy with guidelines on how to develop your own policy to your company.
• Keep all federally required annual summary records for a period of five years.

PRICE
The annual fee per employee covers all random tests conducted during the year. The price structure is outlined below:
• Employees enrolled in random testing program - $47 each (annual fee per employee)
• (15+ employees enrolled) - $37 each
• If you join during 2nd, third or fourth quarter, the rates are as follows
First quarter – January – March 
            1-14 drivers
- $47.00      15+ drivers - $37.00
Second quarter – April – June         
            1-14 drivers - $35.25      15+ drivers - $27.75
Third quarter – July – September
            1-14 drivers - $23.50      15+ drivers - $18.50     
Fourth quarter - October – December
            1-14 drivers - $11.75      15+ drivers - $9.25
• Pre-employment, probable cause using quest patient service center - $65 (If you use a third party collection site charge, you will be charged the $65 plus an extra cost of $20 to $30)
• One-time administrative fee for entire program - $25

HOW TO ENROLL
To enroll in NRLA's NEW Drug Free Workplace Program, please complete the enrollment form and mail to: Carol Paradise, Northeastern Retail Lumber Association, 585 North Greenbush Road, Rensselaer, NY 12144.

Please enclose the proper payment. Proper payment should include the $47 fee per employee enrolled in the Drug Free Workplace Program. Subsequent billing for the Drug Free Workplace Program will be conducted on an annual basis and after any pre-employment, probable cause, or enrollment of a new employee into the program.
